PANAY Island: Aklan, Antique, Iloilo, Capiz

BACKGROUND:

25 October 2022 – 10:00 PM: The Low-Pressure Area (LPA) was estimated at 990 km east of Eastern Visayas.

26 October 2022 – 8:00 AM: The LPA has developed into Tropical Depression (TD) “PAENG”, with a maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1004 hPa.

27 October 2022 – 5:00 AM: PAENG slightly intensified while moving west northwestward over the Philippines Sea.
– 11:00 AM: TD PAENG further intensified into Tropical Storm (TS) with a maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 998 hPa while moving West southwestward at 10 km/h.

28 October 2022 – 5:00 AM: “PAENG” slightly intensifies while moving West Northwestward over the Philippine Sea with Maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 992 hPa.
-2:00 PM: “PAENG” continues to maintain its strength.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.
-8:00 PM: “PAENG” continues to move West Northwestward with maximum sustained winds of 85 km/h near the center, gustiness of up to 105 km/h, and central pressure of 990 hPa.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.

29 October 2022 -2:00 AM: “PAENG” reaches severe tropical storm category with maximum sustained winds of 95 km/h near the center and gustiness of up to 130 km/h.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.
-8:00 AM: “PAENG” intensified with a maximum sustained winds of 95 km/h near the center, gustiness of up to 160 km/h, and central pressure of 985 hPa.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.

ASSESSMENT [DAMAGE]: 

  • As of October 29, 9:00 PM, at least 55,020 families [167,338 individuals] were affected in more than 405 Barangays and 51 Municipalities and Cities around Panay Island: Aklan, Antique, Capiz, Iloilo, and Iloilo City, based on PCDR’s consolidated data coming from NDRRMC, LDRRMCs, and partner Disaster Preparedness Organizations and community-based Disaster Preparedness Committees.

  • OVERALL, most of the towns on the island are still flooded. Meanwhile, mountainous towns have experienced landslides. Because of this, most of the major roads are still IMPASSABLE.
  • Water Supply is also affected, while most towns affected still have no Electricity. Communication lines are also unstable in most parts of the island.
  • ANTIQUE:
    • Culasi, Antique has the most number of displaced population [2,923] in 10 evacuation centers, as of October 28, 10 PM.
    • Other towns severely affected by flashfloods and landslides were Tobias Fornier, Sibalom, San Jose, Hamtic, Patnongon, and Valderrama.
    • Sibalom recorded 2 fatalities, Tobias Fornier recorded 1, and Patnongon recorded 2.
    • As of writing, most of the roads going to Antique are still IMPASSABLE due to landslides. Some roads were damaged such as those in Barangay Igbucagay, Hamtic, and Barangays of Pisanan and Nagdayao in Sibalom.
    • Some bridges also collapsed due to flashfloods including that of Paliwan Bridge in Laua-an, and Igburi Bridge in Patnongon. Takas-Iglinab road was also impassable as bridge in Barangay Takas, Valderrama was damaged.
    • In Hamtic, dead farm animals such as cows and pigs were found along the shores of Barangay Dangcalan.
    • In Antique, the capital San Jose recorded the most number of affected population that reached 2,944 families or 12,943 individuals, according to San Jose MDRRMO.  
  • CAPIZ:
    • Most of the towns in the province of Capiz were also damaged by flood brought by STS Paeng.
    • So far, the town of Mambusao has the recorded the most number of affected with 15,101 families [43,437 individuals] in 26 Barangays.
    • The town of Panitan recorded 26 Barangays flooded. Among these, 14 Barangays are still IMPASSABLE. The town has also recorded 622 families [2,487 individuals] affected.
    • As of writing, most of the national/major roads either still IMPASSABLE or passable to light vehicles only.
    • Flashfloods in Capiz affected residential and agricultural areas. 
  • AKLAN:
    • In Kalibo, RUA recorded 3,205 families affected in 7 Barangays.
    • Libacao, Aklan experienced severe landslides due to incessant rains. Libacao also recorded 7 casualties [4 dead, 1 injured, 2 missing], as of October 28.
    • Most of the affected towns are still IMPASSABLE. Other bridges like the Kalibo-Numancia Bridge were also damaged.
    • Aklan Provincial Government has declared the province under state of calamity as of October 28.
  • ILOILO:
    • Passi City has recorded 918 families [3,152 individuals] affected from 8 Barangays. Passi City has also recorded 1 casualty.
    • Most number of affected population was recorded in Barotac Viejo with a total of 5,568 families or 17,069 individuals affected.
    • Coastal Barangays in Iloilo City were also affected by STS Paeng. Iloilo City DRRMO recorded 81 families (281 individuals) affected.
    • In Northern Iloilo, most of the fishing gears and equipment of the fisherfolk were damaged. Meanwhile in farming communities in Central portion of Iloilo reported damages in their crops.
    • In Miagao, most of the roads are still IMPASSABLE due to landslide and flashfloods, while bridges like the Oyungan Bridge were damaged.
    • Most of the major roads in Northern Iloilo were also impassable due to landslides.

RESPONSES AND ACTIONS [NETWORK]:

  • Disaster Preparedness Committees in affected communities were activated as of October 29.
  • Disaster Preparedness Organization, Rise Up Aklan, led and assisted the evacuation of residents in Kalibo, Aklan. RUA has also conducted DNCA in affected communities in Aklan [since October 28] and delivered its first wave of relief distribution in Kalibo [October 29].
  • PCDR launched its call for donations last October 28.
  • Other organizations also launched their call for donations since October 28 and reached different organizations and individuals for aid.
