PANAY Island: Aklan, Antique, Iloilo, Capiz

BACKGROUND:

25 October 2022 – 10:00 PM: The Low-Pressure Area (LPA) was estimated at 990 km east of Eastern Visayas.

26 October 2022 – 8:00 AM: The LPA has developed into Tropical Depression (TD) “PAENG”, with a maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1004 hPa.

27 October 2022 – 5:00 AM: PAENG slightly intensified while moving west northwestward over the Philippines Sea.
– 11:00 AM: TD PAENG further intensified into Tropical Storm (TS) with a maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 998 hPa while moving West southwestward at 10 km/h.

28 October 2022 – 5:00 AM: “PAENG” slightly intensifies while moving West Northwestward over the Philippine Sea with Maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 992 hPa.
-2:00 PM: “PAENG” continues to maintain its strength.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.
-8:00 PM: “PAENG” continues to move West Northwestward with maximum sustained winds of 85 km/h near the center, gustiness of up to 105 km/h, and central pressure of 990 hPa.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.

29 October 2022 -2:00 AM: “PAENG” reaches severe tropical storm category with maximum sustained winds of 95 km/h near the center and gustiness of up to 130 km/h.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.
-8:00 AM: “PAENG” intensified with a maximum sustained winds of 95 km/h near the center, gustiness of up to 160 km/h, and central pressure of 985 hPa.
-TCWS No. 1 was raised over the provinces of Aklan, Antique, Capiz, Iloilo.

ASSESSMENT [DAMAGE]: 

  • An estimated number of 27,855 families [85,790 individuals] were affected in more than 185 Barangays around Panay Island: Aklan, Antique, Capiz, Iloilo, and Iloilo City, based on PCDR’s consolidated data coming from NDRRMC, LDRRMCs, and partner Disaster Preparedness Organizations and community-based Disaster Preparedness Committees.
  • ANTIQUE:
    • Antique PDRRMO on October 29, estimated 4,458 families rescued and are currently inside different evacuation centers.
    • As of October 28, 10 PM, Antique PSWDO recorded 55 Barangays from 10 Municipalities that are affected by STS Paeng.
    • Culasi, Antique has the most number of displaced population [2,923] in 10 evacuation centers, as of October 28, 10 PM.
    • Other towns severely affected by flashfloods and landslides were Tobias Fornier, Sibalom, San Jose, Hamtic, Patnongon, and Valderrama.
    • 1 Recorded number of casualty in Sibalom, Antique.
    • As of writing, most of the roads going to Antique are IMPASSABLE due to landslides. Some bridges also collapsed due to flashfloods including that of Paliwan Bridge in Laua-an, and Igburi Bridge in Patnongon.
  • CAPIZ:
    • Most of the towns in the province of Capiz were also damaged by flood brought by STS Paeng.
    • So far, the town of Mambusao has the recorded the most number of affected with 15,101 families [43,437 individuals] in 26 Barangays.
    • The town of Panitan recorded 26 Barangays flooded. Among these, 14 Barangays are still IMPASSABLE. The town has also recorded 622 families [2,487 individuals] affected.
    • The town of Tapaz recorded 453 families [1,697 individuals] affected.
    • Other towns severely affected by flashfloods were Cuartero, Tapaz, Sigma, and Maayon.
    • As of writing, most of the national roads are still IMPASSABLE due to flashfloods.
  • AKLAN:
    • Based on the reports submitted by our partner Disaster Preparedness Organization, Rise Up Aklan [RUA], and other reports from LDRRMCs, around 5,862 families were affected by STS Paeng in 8 Municipalities.
    • In Kalibo, RUA recorded 3,205 families affected in 7 Barangays.
    • Other towns severely affected by flashfloods [characterized as muddy] were Altavas, Numancia, and New Washington.
    • Libacao, Aklan experienced severe landslide due to incessant rains. Libacao also recorded 7 casualties [4 dead, 1 injured, 2 missing], as of October 28.
    • Most of the affected towns are still IMPASSABLE. Other bridges like the Kalibo-Numancia Bridge were also damaged.
    • Aklan Provincial Government has declared the province under state of calamity as of October 28.
  • ILOILO:
    • Passi City has recorded 918 families [3,152 individuals] affected from 8 Barangays. Passi City has also recorded 1 casualty.
    • Meanwhile, other towns in Northern Iloilo [Ajuy, San Dionisio, Estancia] have conducted pre-emptive evacuation.
    • Coastal Barangays in Iloilo City were also affected by STS Paeng. In Molo Boulevard, 1 house was washed out. Iloilo City government has recorded 22 Barangays affected by ankle-level flood.
    • In Miagao, most of the roads are still IMPASSABLE due to landslide, while bridges were damaged.
    • Other towns in Central and Northern Iloilo are still flooded due to rising water in Jalaur River.
  • OVERALL, most of the towns in the island are still flooded. Meanwhile, mountainous towns have experienced landslides. Because of this, most of the major roads are still IMPASSABLE.
  • Water Supply is also affected, while most towns affected still have no Electricity. Communication lines are also unstable in most parts of the island.

RESPONSES AND ACTIONS [NETWORK]:

  • Disaster Preparedness Committees in affected communities were activated as of October 29.
  • Disaster Preparedness Organization, Rise Up Aklan, led and assisted the evacuation of residents in Kalibo, Aklan. RUA has also conducted DNCA in affected communities in Aklan [since October 28] and delivered its first wave of relief distribution in Kalibo [October 29].
  • PCDR launched its call for donations last October 28.
  • Other organizations also launched their call for donations since October 28 and reached different organizations and individuals for aid.
